WhatsApp Business API vs WhatsApp Business App: which one do you actually need?

The short answer

If one person answers WhatsApp from one phone and you never need software to talk to WhatsApp, the free WhatsApp Business App is enough. The moment you need more than one person in the same inbox, a chatbot, a CRM integration, or a broadcast to thousands of opted-in contacts, you need the WhatsApp Business Platform — the API.

The two products share a brand and almost nothing else. They are different products with different capabilities, different limits, and different commercial models. Confusing them is the single most common reason a WhatsApp project stalls after the pilot.

The Business App is genuinely the right answer for many small businesses. Choosing it is not a downgrade — choosing it for a business that needs an API is what causes the pain.

The rule that decides most decisions: the 24-hour service window

On the WhatsApp Business Platform you can only reply freely for 24 hours after a customer messages you. That window is called the customer service window. Outside it, you can only reach someone with a pre-approved message template — which is why "can we message a customer whenever we want?" is almost always answered no.

  • A customer messages you — this opens a 24-hour customer service window.
  • Inside that window you can send any message type, including free-form text, images and documents.
  • Each new message from the customer restarts the 24 hours.
  • Outside the window, the only message you can send is a template that Meta has already approved.

This is a platform rule, not a BNex rule. Any provider that implies otherwise is describing something WhatsApp does not permit.

How to choose, in one minute

    Count the people who reply to customers

    One person on one phone: the Business App is simpler and free. Two or more: you need the API, because a single phone cannot be a shared inbox.

    Ask whether software needs to talk to WhatsApp

    If your website, CRM or ERP should trigger a WhatsApp message automatically — an order confirmation, an OTP, a delivery update — you need the API.

    Ask how you will reach people who have not messaged you recently

    Campaigns, reminders and re-engagement all need approved templates and the API. The Business App is not built for this.

    Check your volume against the price of a mistake

    API messaging carries per-message cost, offset by free service replies and free utility templates inside an open service window. Google "WhatsApp pricing" and read the current model before you commit to a campaign budget.

Can you move from the Business App to the API later?

Yes, and the number can usually be kept — but the migration is one-way in practice. Once a number is on the API it cannot go back to the plain Business App, and chat history does not travel with it. Plan the move before you have thousands of conversations you care about.

  • Your display name and number can generally be carried over to the API.
  • The Business App is signed out once the number moves to the API.
  • Existing chat history stays on the phone and does not appear in the new platform.
  • Decide early: migrating mid-flight means losing conversation context.
